The Louisiana Workforce Commission (LWC) interrelates with its partner agencies as illustrated in the organizational chart.
Among the Executive Branch agencies, the lines of authority are very clear. Each agency is run by a Cabinet-level appointee, and these appointees all report to the Governor. All of the cabinet members in the agencies listed above are members of the Workforce Investment Council (WIC) which serves as our state board.
All post-secondary education is governed by a state Board of Regents, some of whose members are appointed by the Governor. The Regents’ chief executive, the state Commissioner of Higher Education, is a member of the WIC. Under the Regents’ umbrella is the Board of Supervisors for the Louisiana Community and Technical College System (LCTCS), whose chief executive is also a member of the WIC.
Elementary and secondary education is governed by the state Board of Elementary and Secondary Education (BESE). Eight members are elected from the eight BESE districts, and the remaining three members are appointed by the Governor. BESE’s chief executive is the Superintendent of Education, who also is a member of the WIC.
Title 1 (Adult Youth and Dislocated Worker) and Title III Wagner-Peyser, Community Service Block Grants (CSBG) are administered by LWC. The Secretary of LWC is a member of the WIC. Title III Vocational Rehab is administered by LWC and the Director of LRS is a member of the WIC. Title II (Adult Education) is administered by LCTCS, a member of the WIC.
Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) are administered by the Department of Children and Family Services and is a member of the WIC.
Jobs for Veterans State Grants (JVSG) program has dedicated staff to provide individualized career and training related services to veterans and eligible persons with significant barriers to employment and to assist employers to fill their workforce needs with job-seeking veterans.
Senior Community Service Employment Program (SCSEP) is overseen by the Office of Elderly Affairs. Louisiana SCSEP administers two Sub-Grantees which are: Capital Area Agency on Aging, and Jefferson Council on Aging. In addition, to collaboration with the National Grantees: Institute for Indian Development (IID) and Asociación Nacional Pro Personas Mayores (ANPPM). The purpose of the Senior Community Service Employment Program (SCSEP) are to foster and promote useful part-time opportunities in community service activities for unemployed low-income persons who are 55 years of age or older and who have poor employment prospects; to foster individual economic self-sufficiency; and to increase the number of older persons who may enjoy the benefits of unsubsidized employment in both the public and private sectors.
