Current Narrative:
Basic Skills Deficient: A youth is basic skills deficient if they have English reading, writing, or computing skills at or below the 8th grade level on a generally accepted standardized test, in accordance with WIOA section 3(5)(A). WIOA section 3(5)(b) indicates that a basic skills deficient, with respect to an individual, is a youth or adult who is unable to compute or solve problems, or read, write or speak English at a level necessary to function on the job, in the individual's family, or in society.
Local Workforce Development Boards have the flexibility to use WIOA section (3)(5)(A) only or use WIOA section 3(5)(A) and WIOA section 3(5)(A) and WIOA Section 3(5)(B); however, Local Workforce Development Boards must further define WIOA section 3(5)(B) beyond what is WIOA, in alignment with 68 l.290(b ). (Assessment process must include reasonable accommodations for people with disabilities.)" The Local Workforce Development Boards must establish its policy in its respective Local Plans. The Training and Technical Assistance Unit will provide technical assistance to the local areas on how to define "basic skills deficient".
