The plan must include an explanation of what was achieved based on the previous AOP, what was not achieved and an explanation as to why the State believes the goals were not achieved, and how the State intends to remedy the gaps of achievement in the coming year.

Current Narrative:

Colorado published Agricultural Industry Guidance for COVID-19 last year. This guidance continues to provide information for agricultural employers, farmworkers, and advocates on topics such as social distancing, mask wearing, hand sanitizer, transportation safety and housing. Outreach workers distributed the guidance to employers, workers and agencies serving farm workers. This continues to be a priority due to the Delta variant.

The SMA’s supervisor (Sherman Swafford) is a member of the State’s Human Trafficking Council (HTC). The council meets on a monthly basis. The National Academy of Television Arts & Sciences Heartland Chapter awarded an Emmy in the Public Service Announcement category to the Colorado Human Trafficking Council’s This is Human Trafficking campaign. In Addition to the Emmy, Colorado’s Human Trafficking Council’s public awareness campaign received the following three:

  • Silver Telly – Local TV: Public Interest/Awareness for James’ account of agricultural labor trafficking https://thisishumantrafficking.com/lived-experiences/james/
  • Bronze Telly – Local TV: Public Interest/Awareness for branded content (social impact for the collective video representation of human trafficking)
  • Communicator Award for Excellence – Integrated Campaign and Social Responsibility, for the website and other digital media

Colorado held eight events during PY20 to honor Migrant Farm Workers. The northern area, Greeley and Brighton, served approximately 100-150 MSFWs during their three-hour event on August 30, 2020. Due to COVID restrictions, the events were re-imagined as a drive-through event. Agencies were stationed around the park perimeter with volunteers directing traffic. All agencies provided Ziploc bags with information on their programs. Donation bags included PPE including face masks, disinfecting wipes/spray and hand sanitizer. In place of a sit-down lunch, at the end of the procession, each vehicle received food boxes and 5 lbs. of frozen ground beef donated from a local packing plant. Other state areas combined events with the COVID vaccination bus to provide information to the farm working community. All area events made sure farmworkers received important information related to legal rights, COVID protection, complaint filing, personal protective equipment and Unemployment Insurance information, etc.
