e. 1. Describe how the State will use the funds to carry out the required State Leadership activities under section 223 of WIOA

Current Narrative:

State Leadership will focus on effective grant management practices, data-driven decisionmaking and promoting effective instructional practices. The Adult Education Initiatives Office (AEI) will designate State Leadership funds to effectively and efficiently provide support and service to the field.

AEI will review local memorandums of understanding to ensure alignment of adult education and family literacy activities with other core programs and community partners. AEI will also collaborate with the Colorado Workforce Development Council to encourage earning High Performing local workforce board designations and widely share best practices. AEI operates a cross-agency adult education workgroup to discuss ways to align efforts and meet adult education needs in Colorado, as required in the state Adult Education and Literacy Act.

AEI will operate multiple professional development opportunities to improve instructional and programmatic practices. Technical assistance to grantees in a multitude of topic areas (including research on evidence-based practices in reading, writing, mathematics, English language acquisition programs, employability skills, digital literacy, distance education, career pathways, partnership development, and local workforce board representation) will be provided at least quarterly for the following required grantee roles: primary/secondary contacts, fiscal contacts, assessment coordinators, professional learning coordinators, data system coordinators and accessible design coordinators. AEI will continue to operate an online learning management system that all WIOA core partners may utilize to provide professional development to state agency staff and the field. AEI will also continue to develop and offer free, online courses that may be used to attain the Adult Basic Education Authorization (ABEA) credential.

AEI will continue to monitor and evaluate the quality of, and the improvement in, adult education and family literacy services focused on learner retention and outcomes. AEI will utilize the custom virtual grantee dashboard in the statewide data system, LACES, to conduct, at a minimum, quarterly grantee data monitoring to identify areas of success and growth in enrollment, post-testing and measurable skill gains (MSG). AEI will offer trainings about National Reporting System tables annually, and will highlight the importance of the shared WIOA performance outcomes during Office Hours webinars and email communications. AEI will utilize the annual risk assessment to determine the grantee on-site monitoring schedule.

AEI will utilize the Integrated Education and Training (IET) toolkit with grantees, in collaboration with Colorado talent development system partners, to build strong IET programs.
