The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:
__________
[13] Sec. 102(b)(2)(D)(iii) of WIOA
j. 3. Include an assessment of the needs of individuals with disabilities for transition career services and pre-employment transition services, and the extent to which such services are coordinated with transition services provided under the Individuals with Disabilities Education Act
Current Narrative:
While DVR has strong partnership with education partners at the state level and in most local areas, access to high quality transition services, including timely referral to DVR does vary based on many factors. Some families still report difficulty getting connected to DVR timely and that the referral process may not be as effective or efficient as they would like. Local partnerships are impacted by turnover on both sides, lack of family-friendly resources and materials to help families determine how to best proceed for their students, and processes that do not feel very efficient. As described in other areas of the plan, DVR partners closely with education and other organizations with mandates to transitioning youth to actively seek ways to improve this process for families and youth, including the development of materials to communicate the sequencing of services for all youth and brief, youth-focused videos to help introduce and guide students through transition.
