Current Narrative:
Factors that had a negative impact on reaching the goals include the following: (1) Insufficient state match to draw down the grant award, (2) Staff turnover due to a number of factors, (3) Challenges with recruiting and retaining staff due to low entry salaries, (4) Challenges with filling vacant positions that resulted from natural attrition; and (5) Disruption to service delivery due to relocation of State Office and a metropolitan regional office.
