    The Unified or Combined State Plan must include an Operational Planning Elements section that supports the State’s strategy and the system-wide vision described in Section II(c) above.  Unless otherwise noted, all Operational Planning Elements apply to Combined State Plan partner programs included in the plan as well as to core programs.  This section must include—

      The Unified or Combined State Plan must include a description of the State operating systems and policies that will support the implementation of the State strategy described in section II Strategic Elements.  This includes—

III. b. 1. The State operating systems that will support coordinated implementation of State strategies (e.g., labor market information systems, data systems, communication systems, case management systems, job banks, etc.).

Current Narrative:

The ATLAS on Career Pathways will integrate the workforce data and the education data into a unified system to create reports requested and approved by the P-20W Council. The ATLAS on Career Pathways is expected to leverage the strengths of education and industry to improve educational outcomes and to promote workforce and economic development by providing the capability to look at educational outcomes and workforce outcomes across entities and over time. It will also maximize existing data assets by utilizing education and workforce training program outcome information from early learning through postsecondary education and into the workforce. The ATLAS on Career Pathways will also provide information on the effectiveness of educational and workforce training programs, not individuals, by doing all of the following:  assessing the availability of a skilled workforce to address current and future demands of business and industry; providing information to improve the effectiveness of educational programs and educational outcomes; providing information to improve the effectiveness of workforce training and workforce outcomes; providing timely and actionable information to students and parents to aid in career path decisions; providing information regarding return on investment of educational and workforce programs; guiding decision makers at all levels to further facilitate the enhancement of educational and workforce programs. 

The ATLAS on Career Pathways was launched in 2023 the state’s longitudinal data system and is being implemented to provide workforce and educational attainment reports.  The data housed here will be used to meet business needs; improve training/education activities and programs; and ensure that the Alabama Career Centers are serving those most in need. The ATLAS on Career Pathways is evaluating the earnings and employment outcomes of Alabama’s ETPs in 2024. The ATLAS on Career Pathways will allow Alabama to use a data-driven process to determine regional and state in-demand career pathways through examination and review of labor market information, wage records, and educational attainment data. Credentials of value have also been identified through the Alabama Credential Registry, which has informed Alabama’s WIOA credential policy. The research reports conducted by ATLAS on Career Pathways will be made available to the State Workforce Development Board.

The Alabama Department of Commerce, Workforce Development Division and the Alabama Department of Labor have one integrated case management and participant tracking and reporting system for WIOA, AlabamaWorks, supported by Geographic Solutions. This system is also the main source of workforce data for the ATLAS system. The system has a common registration, intake and reporting and for those participants that are common to all programs in the system will have a common exit from all services in the workforce system. WIOA reporting for Title I and III, TAA, and Veterans will be compiled and fed to the federal reporting system from the AlabamaWorks system.  This will ensure common participants, common outcomes, and enhanced reporting for all partners included in the case management system.
