The Unified or Combined State Plan must include an Operational Planning Elements section that supports the State’s strategy and the system-wide vision described in Section II(c) above. Describe the plans of the lead State agencies with responsibility for the administration of the core programs, along with the State Board, to align and integrate available workforce and education data systems for the core programs, unemployment insurance programs, and education through postsecondary education, and to the extent possible, the Combined State Plan partner programs included in this plan. The description of the State’s plan for integrating data systems should include the State’s goals for achieving integration and any progress to date.
Describe data-collection and reporting processes used for all programs and activities, including the State’s process to collect and report data on co-enrollment, and for those present in the one-stop centers.

III. b. 6. A. ii. Describe the State’s plans to integrate data systems to facilitate streamlined intake and service delivery to track participation across all programs included in this plan
Current Narrative:
Washington has prioritized creating a more unified and customer-centric approach to service delivery by focusing on several key areas of system integration, including integrating data systems to facilitate streamlined intake and service delivery and better track participation across all workforce system programs.
Simplified, Common Shared Intake: The state plans to reduce duplication for customers through technological enhancements and process changes. Pilot projects testing common shared intake processes, forms, and data-sharing pipelines will be developed through an advisory committee made up on partner programs to refine and practice more efficient service delivery.
Improved Data Sharing: The establishment of a state workforce data governance council is a pivotal step for overseeing technology projects enabling secure data sharing among service providers. The data integration manager at the Workforce Board is advocating for migration to a cloud-based enterprise solution to support data warehousing, integration, and analytical functions, enhancing coordination and customer experience.
Integrated Service Delivery: The aim is to streamline service provision, taking into account diverse customer experiences. This involves enhancing accessibility through inclusive design practices and compiling a comprehensive menu of services to cater to the varied needs of businesses and job seekers.
These efforts are part of the system integration strategic priority to integrate system services, data accountability, and resources, with clear roles defined for partners in the state’s public workforce development initiatives. Through these initiatives, Washington is working towards significant advancements in the interoperability of its core program management information systems and the integration of data systems.
