    The Unified or Combined State Plan must include an Operational Planning Elements section that supports the State’s strategy and the system-wide vision described in Section II(c) above.  Unless otherwise noted, all Operational Planning Elements apply to Combined State Plan partner programs included in the plan as well as to core programs.  This section must include—

    • b. State Operating Systems and Policies

      The Unified or Combined State Plan must include a description of the State operating systems and policies that will support the implementation of the State strategy described in section II Strategic Elements.  This includes—

        • A. Data Alignment and Integration

          Describe the plans of the lead State agencies with responsibility for the administration of the core programs, along with the State Board, to align and integrate available workforce and education data systems for the core programs, unemployment insurance programs, and education through postsecondary education, and to the extent possible, the Combined State Plan partner programs included in this plan.  The description of the State’s plan for integrating data systems should include the State’s goals for achieving integration and any progress to date.

          Describe data-collection and reporting processes used for all programs and activities, including the State’s process to collect and report data on co-enrollment, and for  those present in the one-stop centers.

Performance Accountability Reports

For Title I and III programs, OWD relies on the robust capabilities of Geographic Solutions' Virtual One-Stop system. This system is meticulously designed to capture and organize the necessary data elements required for federal reporting. It streamlines the reporting process, ensuring compliance with Section 116 requirements.  OWD has established rigorous data collection and validation protocols to ensure the accuracy and reliability of the information entered into the Worksource Georgia Portal. These protocols include regular data audits, validation checks, and staff training to maintain the integrity of the data used for reporting purposes.

OWD is committed to ongoing enhancements of its data systems to adapt to evolving federal reporting requirements. Regular updates and system improvements are implemented in response to changes in policy, guidance, or reporting standards, ensuring continued compliance and accurate reporting.

The Georgia Adult Learners Information System (GALIS) serves as an electronic record of students’ activities and accomplishments in adult education. GALIS also integrates data matches from Navigator (the state’s high school equivalency management system), the Georgia Unemployment Insurance database from the Georgia Department of Labor, and the State Wage Interchange System (SWIS) on an ongoing basis.

OAE uses the GALIS system to generate all federally required reports for the National Reporting System for Adult Education under section 116, performance accountability system. Data from GALIS can be exported with the COGNOS report building system, which allows OAE to quickly verify and produce federal reports.

Specific to the VR Program, the Case Service Report (RSA-911) is mandated by the Rehabilitation Act of 1973, as amended by Title IV of WIOA. GVRA is required to collect and submit the RSA-911 Case Service Report quarterly per Program Year to the Rehabilitation Services Administration (RSA). The RSA 911 consists of data elements that collect case information through the VR Process; to include those that are directly correlated to the WIOA Participant Individual Record Layout (PIRL). Once collected, RSA aggregates the information as specified in the WIOA Annual Statewide Performance Report, which details the common Data Elements and technical specifications necessary for calculation of the State and Local Area performance report elements that will be used in reporting across all core programs.

GVRA utilizes a cloud-based Case Management System, called AWARE, that was developed by Alliance Enterprises, Inc. to record, store, and retain all VR Program client data. Stored procedures, developed by Alliance, processes client data to create RSA-911 records. These records are used for creating RSA-911 extract files that are uploaded to RSA’s online reporting platform. Prior to the quarterly submissions, GVRA staff utilize RSA-911 edit checkers to identify data errors, anomalies, data omissions and duplications, as well as quarterly case reviews to ensure data accuracy and compliance related to service provision and RSA 911 reporting.
