Explain how the State will meet the requirements to utilize quarterly UI wage records for performance accountability, evaluations, and as a source for workforce and labor market information, consistent with Federal and State law. (This Operational Planning element applies to core programs.)
Current Narrative:
WorkForce West Virginia (WFWV) accesses Unemployment Compensation wage data, vital for performance evaluations and labor market analyses. As a participant in The Wage Record Interchange System (WRIS, WRIS2), and The State Wage Interchange System (SWIS), WFWV gains insights into workforce dynamics. However, due to constraints on directly sharing wage data, WFWV focuses on providing aggregated performance data instead. This approach ensures compliance with legal and privacy considerations while still offering valuable insights into workforce trends and program effectiveness.
WFWV is actively discussing the implementation of the newly approved Employment Flag outlined in SWIS Amendment 4. These discussions involve leadership, programmers, and key staff, focusing on establishing protocols for handling Annex 3 data.
WFWV is evaluating the best approach to using either Annex 3-A or Annex 3-B within the SWIS framework, considering factors like data compatibility and legal compliance.
With its in-house Information System (MACC), WFWV plans to process changes internally, ensuring greater control and customization to meet state and federal requirements.
