The Unified or Combined State Plan must include the following with respect to activities carried out under subtitle B—
a. 2. A. Provide State policies or guidance for the statewide workforce development system and for use of State funds for workforce investment activities
Current Narrative:
A. Statewide workforce activities include the coordination and alignment of data systems, regional planning and service delivery, industry or sector partnerships, the development and training of staff along with technical assistance, fiscal operations and management accountability, monitoring and oversight, dissemination of information pertaining to and management of the state’s Eligible Training Provider System, and evaluation of these various activities. OWD's process and guidance for requesting funds is as follows:
- The process for review of Request for Funding (RFF) shall be no more than 60 days.
- Requested documentation is submitted to OWD Senior Management, and then directed to a special committee assigned by the OWD Director.
- Review and scoring will be completed no more than 30 days after receipt of submission for the RFF. If a score of less than 70 is achieved, the submitting entity shall be made aware of the denial and will be provided details of the scoring.
- If a score of 70 or higher is achieved, financial and monitoring units will conduct a Risk Assessment and develop a Scope of Work (SOW). At which point, additional engagement with the submitting entity may be required to obtain information or documentation to complete the contract packet and required updates to the state and/or federal systems.
- Upon completion of the SOW, financial and monitoring staff will complete the contracting process.
- Final approval by the OWD Director will be obtained and the submitting entity will be given authorization to implement the proposed project.
