b. 1. Work-Based Training Models

If the State is utilizing work-based training models (e.g. on-the-job training, incumbent worker training, transitional jobs, and customized training) as part of its training strategy and these strategies are not already discussed in other sections of the plan, describe the State’s strategies for how these models ensure high quality training for both the participant and the employer.

Current Narrative:

Work-based learning is a critical component of the education and training that Coloradans will need for the jobs of the future. In 2017, CDLE established a Work-based Learning (WBL) Unit to put job-specific experiential learning at the forefront. In fulfilling the vision set forth in the Governor’s state-wide economic strategy and the Colorado Workforce Development Council, the WBL Unit created vision and opportunity at the state and local levels. The WBL unit administered grant-funded work-based learning initiatives, promoted best practices from leading work-based learning programs nationally and globally, and assisted efforts to expand and transform sector partnerships with industry, and create Career Pathways to help job seekers. CDLE implemented a piece of workforce legislation passed in the 2015 state legislative session that provides work-based learning opportunities. HB15-1230, Innovative Industries Workforce Program, provides support for creating a common collaborative structure for paid internships with businesses.  In 2021, the apprenticeship team from WBL was transitioned to the Executive Director’s Office of the Future of Work in anticipation of implementing the State Apprenticeship Office, as authorized by state legislation.

The Unit has now evolved into the Business Innovation and Strategy Unit (BISU). In 2023 BISU implemented state Senate Bill 22-140, which establishes several workforce programs within different divisions of CDLE: a work-based learning incentive program, a digital navigation program, a career-aligned English as a second language program, and a global talent task force to study in-demand occupations. BISU will administer the $3 million Work-Based Learning Incentive Program, which will work with the BEL Commission and other partners to provide monetary incentives to employers to create high-quality work-based learning opportunities for adults and youth. The employer incentives will be coordinated through work-based learning intermediaries. An intermediary may be a chamber of commerce, a nonprofit, an industry association, a local workforce area, a registered apprenticeship program, or a local government entity.
