Provide the procedure, eligibility criteria, and information requirements  for determining training provider initial and continued eligibility, including Registered Apprenticeship programs (WIOA Section 122).

Current Narrative:

Washington has a comprehensive policy and procedures for determining training provider eligibility as articulated in state WIOA Title I Policy 5611, Revision 1 (Governor’s Procedures for Determining Training Program Eligibility), which may be accessed at:

 https://storemultisites.blob.core.windows.net/media/WPC/adm/policy/5611-2.pdf.

The state’s Eligible Training Provider List, found at:

 https://www.careerbridge.wa.gov/Page/aspx?cid=Eligible_Training_Provider_List)

is managed by the State Workforce Development Board and is widely employed by the state and federally funded training programs in Washington as a consumer report tool. In addition to WIOA Title I, other programs that have policies requiring the use of the state’s Eligible Training Provider List to identify qualified training providers includes the state’s Trade Adjustment Assistance (TAA) program, Unemployment Insurance-related Training Benefits program, and Worker Retraining, Job Skills, and Customized Training programs under the public community and technical college system.

Pursuant to action by the Workforce Training and Education Coordinating Board (WTECB) at its June 2, 2021 meeting, eligibility of training programs to receive funds through WIOA Title I-B Individual Training Accounts and serve individuals in the state’s Training Benefits (TB) program is determined via the procedures found in state policy: Governor’s Procedures for Determining Training Program Eligibility.

Some additional features and polices regarding the State’s ETPL List:

  • Descriptions of the thousands of training programs on the state’s ETPL can be found on the above linked Career Bridge site (including state training programs beyond WIOA Title I-B programs).
  • Programs are required to submit student data every year which is then assessed for employment outcomes. Failure to submit in a timely manner disqualifies the program from the ETPL. (Note: while the state uses the three most recent years of data, submission and analysis is done every year)
  • Program providers must be licensed by WTB, the State’s Department of Licensing, Washington Student Achievement Council or approved by the Federal Aviation Administration.
  • The Career Bridge site shows data on program quality.
  • Training programs are available across the state as shown through the Career bridge site
  • Programs on the state ETPL list are required to attest to:
    • Whether the program trains for in-demand occupations
    • Delivers training that produces an industry-recognized credential.
    • Whether it is in partnership with a business
    • That it does not discriminate against nor deny services to any person on the grounds of race, color, religion, sex, national origin, age, handicap, citizenship, political affiliation or belief.
    • Complies with the 1990 federal Americans with Disabilities Act (ADA).
  • State ETPL performance for the WIOA Performance indicators:  All 5 WIOA Measures for our ETP programs are federally reported annually. In addition, for statewide dissemination we report on 2nd quarter earnings and employment as well as credential attainment.
