a. 1. Describe how the State will staff the provision of labor exchange services under the Wagner-Peyser Act, such as through State employees, including but not limited to state merit staff employees, staff of a subrecipient, or some combination thereof.

Current Narrative:

Colorado is a Wagner-Peyser demonstration state that has used county and state merit staff for over 20 years to deliver Wagner-Peyser and MSFW outreach services. We have contracted for these services with county and state sub-recipients, but have not allowed further subcontracting by the sub-recipients. Currently the State Monitor Advocate is a state merit system employee. Colorado does not anticipate changing this method of staffing or delivery of services for PY24 or future years.
