e. 6. C. Data Assessment
Review the previous four years Wagner-Peyser data reports on performance. Note whether the State has been meeting its goals to provide MSFWs quantitatively proportionate services as compared to non-MSFWs. If it has not met these goals, explain why the State believes such goals were not met and how the State intends to improve its provision of services in order to meet such goals.
Current Narrative:
Colorado has failed to meet all Equity Ratio Indicators due to an issue with reporting from our case management system. MIS staff have been made aware of the issue and are working towards a solution. MIS has now (April 2024) updated the case management system to report data collected for PIRL 1113 in WIPS. It will start reporting in this quarter's PIRL submission and then be trackable moving forward.
According to Connecting Colorado in the past four years, Colorado has met the following:
Minimum Service Level Indicators
- Individuals Place in a job 2nd QTR post exit (1602)
Equity Ratio Indicators
- Received Career Guidance from Staff (1102)
- Received Job Search from Staff (1104)
- Referred to Employment (1105)
- Received Individual Career Services (1201)
Colorado has met the following indicators for the program years mentioned:
Minimum Service Level Indicators
- Individuals Placed in a Job 4th QTR post exit (1706) for PY23 but Missed in PY22, PY21 & PY20. The case management system has recorded and reported data to WIPS for PIRL 1706 for PY20, PY21, and PY22 but may not have met the calculated standards from DOL for MSFW.
Equity Ratio Indicators
- Received Basic Career Services (1001) for PY23, PY22 & PY 21 Missed in PY20
- Received UI Claims Assistance (1112) for PY22, PY21 & PY20 Missed for PY 23
- Referred to Federal Training (1106) for PY23, PY21 & PY20 Missed for PY22
In the previous four years, the Colorado case management system has recorded (and reported in WIPS) PIRL indicators for 1704 and 1618. However, PIRL 1113 was not being reported in WIPS until now (April 2024). During yearly monitoring visits, the SMA has noted that MSFWs are receiving referrals to Federal Assistance and staff are documenting these services.
