Current Narrative:

Each eligible agency using funds provided under Programs for Corrections Education and Other Institutionalized Individuals to carry out a program for criminal offenders within a correctional institution must give priority to serving individuals who are likely to leave the correctional institution within 5 years of participation in the program.

The Colorado Department of Education’s (CDE) Office of Adult Education Initiatives (AEI) will reserve a percentage of the available AEFLA distribution funds (no more than 20 percent) and conduct a competition for eligible providers to submit applications for section 225 (Programs for Corrections Education and Other Institutionalized Individuals) funds. This is competed within the same request for applications as section 231. 225 funds must also follow the same requirements at 34 CFR 463 subpart C. Applications applying for section 225 funding must respond to additional questions within the RFA. In instances where no applicants apply for section 225 funding the request for applications will be re-run seeking only applicants for section 225 funding using the same criteria as the original RFA. In the RFA applicants for section 225 funding are asked to describe:

  • Which activities they will provide (adult education and literacy activities; special education, as determined by the eligible agency; secondary school credit; integrated education and training; career pathways; concurrent enrollment; peer tutoring; and transition to re-entry initiatives and other post-release services with the goal of reducing recidivism.
  • How selected activities are appropriate for the population they will serve and how the applicant will ensure they are delivered by highly qualified staff.
  • How the applicant proposes to ensure priority delivery to individuals who are likely to leave the correctional institution within five years of participation in the program.
  • How the proposed services will use AEFLA funds to include educational counseling or case work to support incarcerated individuals' transition to re-entry and other post-release services.
  • How the applicant will ensure that AEFLA funds and match funds are not used for costs of post-release programs or services.

Additionally, if selecting IET as an activity applicants must also respond to IET questions outlined in the RFA.

The Colorado Department of Education (CDE) Office of Adult Education Initiatives (AEI) will ensure direct and equitable access to grants and contracts and will use the same grant or contract process for section 225 funds for all eligible providers in the state. All applicants follow a detailed request for applications (RFA), and each proposal is evaluated by a team of trained reviewers after proving demonstrated effectiveness. AEI will conduct data validation and desk, virtual and on-site monitoring as needed and in accordance with materials approved by the Office of Career, Technical and Adult Education.
