The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan must include the following descriptions and estimates, as required by sections 101(a) and 606 of the Rehabilitation Act of 1973, as amended by title IV of WIOA.
a. 4. In accordance with the requirements in Section 101(a)(21)(A)(ii)(III) of the Rehabilitation Act, include a summary of the Council’s input (including how it was obtained) into the State Plan and any State Plan revisions, including recommendations from the Council's annual reports, the review and analysis of consumer satisfaction and other Council reports.
Current Narrative:
As in accordance with Title I of the Rehabilitation Act, the Louisiana Rehabilitation Council provides feedback and input to Louisiana Rehabilitation Services on its effectiveness of service provision and consumer satisfaction. The Council collaborates with LRS on the Annual Report to the Governor and Rehabilitation Services Administration Commissioner, the Vocational Rehabilitation portion of the Louisiana WIOA Combined State Plan, public information disseminated on the Louisiana Workforce Commission website which houses the content page for the Council, and the development of Consumer Satisfaction Surveys.
During quarterly meetings throughout the year, the Council provides input and recommendations to LRS. The remarks have primarily pertained to increased collaborations and education of LRS vendors; increased outreach and public awareness of LRS, its service providers, and Council; and updated/increase rates for employment services.
During an in-person quarterly meeting on October 27, 2023, LRC members were offered the opportunity to give feedback on a drafted version of the VR portion of the 2024 – 2028 WIOA State Plan and Strategic Plan. No feedback was provided at that time. The members were also advised that public comment would be solicited on the Combined State Plan for 30 days prior to its submission for federal review and approval. During the public comment period, a Council member recommended LRS increase its collaborations with Employment Networks (ENs) through Partnership Plus Agreements (PPAs). Since that time, LRS has either approved or is in the process of approving 2 PPAs that have been requested.
