    (OMB Control Number: 0970-0145)

c. Ensure that parents and caretakers receiving assistance engage in work in accordance with section 407 (section 402(a)(1)(A)(iii) of the Social Security Act). Consistent with the required strategic elements discussed in section II (a)(2) herein, provide a specific analysis of how the State’s workforce development activities are addressing employment and training services for parents or caretakers receiving assistance

Current Narrative:

Work-eligible recipients are assigned a case manager who jointly performs an in-depth assessment of the participant’s family strengths, weaknesses, opportunities, and barriers. The assessment helps develop a strategy to determine the programs that the participant will need to become self-sufficient. A family success agreement is then prepared. The family success agreement is a mutually developed contract between the participant and the department.

The case manager, also known as a STEP coach provides services utilizing a research model of case management that develops Executive Functioning in participants through coaching and goal development. This model emphasizes the need of the STEP coach to engage the participant. This engagement is marked by the assistance of the participant in developing goals that address barriers to poverty. The STEP coach recognizes that the participant has internal and external barriers related to poverty that must be addressed before the participant can successfully maintain and retain employment. Services referred to provide work activities and supportive services must also align with the particular needs of the participant, with the goal of creating a career pathway. A career pathway aligns State Workforce Agencies, State Adult Education Agencies and State Vocational Rehabilitation Agencies to develop a framework, resources and tools to develop, implement and sustain incremental steps that lead participants to work experience, certifications and opportunities that lead to sufficient income to support their families.

The work-eligible recipient then participates in the appropriate work activities as agreed upon in the family success agreement.

STEP referrals include non-work eligible clients. Non-work eligible clients are also learning to use executive functioning to help them set goals in preparation for their futures and meeting current medical needs for themselves and their families.
