Components of the Jobs for Veterans State Grants State Plan
Jobs for Veterans State Grants (JVSG) recipients must provide a four-year state plan as a condition for the receipt of annual funding in accordance with 38 U.S.C. § 4102A(c). This plan must include responses to each of the components below.
d. Demonstrate the manner in which DVOP, LVER and consolidated DVOP/LVER staff are integrated into the state’s employment service delivery systems or American Job Center (AJC). This demonstration should show active engagement between JVSG and other AJC staff, such as through participation in staff meetings and cross-training opportunities.
Current Narrative:
As a mandatory partner under WIOA, DVOP specialists, CVSRs, and LVERs will be fully integrated with the WIOA, Wagner-Peyser, and Business Service Representatives staff. The JVSG staff is under the direct supervision of the state; however, in coordination with local workforce directors and managers ensures the functions of grant staff are integrated into the One-Stop environment. The State Veterans Program Coordinator provides general oversight and monitoring of Colorado’s Veterans Employment and Training Programs and alerts state administrators to any program issues.
The purpose of the integration is to deliver the appropriate services as seamless as possible. Integration also allows representatives other than the JVSG staff to deliver services to veterans on a priority basis. The integration of the JVSG staff supports the co-enrollment of eligible veterans into funded programs in order to leverage available training funds to provide skills development for the veterans who meet the program criteria with the purpose of preparing the veteran for in-demand careers. During and after training the one stop delivery system partner network, LVERs, CVSRs, and DVOPs will work together to find and place the veteran in viable employment.
The DVOP specialists and CVSRs are co-located in the partner facilities and usually housed in the same area as WIOA and program staff, and integrated into appropriate program staff meetings allowing for ease in the sharing of information, answering programmatic information, and JVSG staff receiving the same training and information as local staff. This close proximity with WIOA and local staff promotes cross training in the way of case management, program processes, and alignment with other service providers of individualized career services. The LVERs/CVSRs are also co-located with the Business Services staff and integrated into all staff meetings, trainings, and events, providing programmatic information and assisting with veteran related questions. Being embedded with the Business Service Division helps to promote cohort job driven efforts in the outreach to employers, the planning of employment events and the sharing of labor market information. LVERs/CVSRs are the subject matter experts who will ensure that training is facilitated in regards to Priority of Service, preparing veterans for a civilian career and program policies. LVERs/CVSRs will also make themselves available to assist those who may have a question in regards to connecting to other veteran resources located outside of the State’s employment service delivery system or one-stop delivery system partner network.
