- Program-specific Requirements for Adult, Dislocated Worker, and Youth Activities under Title I-B
The Unified or Combined State Plan must include the following with respect to activities carried out under subtitle B—
b. 6. Describe the State’s policy on WIOA and TAA co-enrollment and whether and how often this policy is disseminated to the local workforce development boards and required one-stop partners. Trade Act Sec. 239(f), Sec. 235, 20 CFR 618.325, 20 CFR 618.824(a)(3)(i).
Current Narrative:
The Trade Adjustment Assistance (TAA) program follows Office of Workforce Development (OWD) policy-2-26, which states, “No worker will be enrolled in TAA without having a complete and active WIOA Application.” In addition, 20 CFR 618.325 recognizes that it is a federal mandate for TAA Applicants to be co-enrolled, without denial of services.
1) Staff encourages Worker Participation by explaining the benefits of services WIOA Adult and Dislocated Worker provides (resources, partner access, etc.);
2) The WIOA Adult and Dislocated Worker Program administers assessments for the TAA program.
Ongoing partnership, collaboration and regularly scheduled trainings with the Local Workforce Development Areas are essential to ensure understanding of and compliance with the policy. Trainings are scheduled quarterly, more frequently if needed. This facilitates a seamless delivery of services most suited to participant needs. LWC requires the LWDA to co-enroll trade-affected workers in WIOA Dislocated Worker (DW) services. Boards must determine the eligibility of potential trade-affected workers for WIOA DW program services and provide career and training services, as applicable. Additionally, following TAA petition certification, LWDA Office staff must enroll trade-affected workers in the WIOA DW program and provide appropriate services throughout the duration of TAA program participation.
