The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:

Current Narrative:
The six primary indicators for performance are:
- Entered Employment Rate (6 months): percentage of participants in unsubsidized employment, second quarter after exit from the program;
- Entered Employment Rate (1 year): percentage of participants in unsubsidized employment during the fourth quarter after exit from the program;
- Earnings: Median earnings of participants, who are in unsubsidized employment during the second quarter after exit from the program;
- Credential Attainment Rate: percentage of participants who obtained a recognized post-secondary credential or a secondary school diploma, or its recognized equivalent during participation in or within 1 year after exit from the program. A participant who has obtained a secondary school diploma or its recognized equivalent is only included in this measure if the participant is also employed or is enrolled in an education or training program leading to a recognized post-secondary credential within 1 year from program exit;
- Measurable Skill Gains: percentage of participants who during a program year, are in an education or training program that leads to a recognized post-secondary credential or employment and who are achieving measurable skill gains, defined as documented academic, technical, occupational or other forms of progress, towards such a credential or employment.
- Effectiveness in Serving Employers: based on indicators developed as required by sec. 116(b)(2)(A)(iv) of WIOA.
These measures are applied to both adult and youth programs. PY 2018 and PY 2019 were baseline data Program Years for NJ’s Vocational Rehabilitation programs.
Using Statewide Performance under WIOA, the DVRS reported on the percentage of DVRS consumers served who achieved measurable skill gain (MSG) for PY 2017 (Time Period 7/1/2017 till 6/30/2018). The percentage achieved for PY 2017 was 20.4 percent total statewide.
The PY 2018 data was submitted to the Rehabilitation Services Administration (RSA). When this data is published by RSA, it released will show the level of MSG obtained in addition to the Median Earnings 2nd quarter after exit and employment 2nd quarter after exit. The projected performance metric for MSG for PY 2019 and PY 2020 will be 29 percent, based on what is anticipated as an average between PY 2017 and PY 2018. It is hoped that this percentage will be actually higher than 29 percent, based on increased training for DVRS counselors as to how to accurately code this information in the case management system.
