The methods to be used to improve and expand VR services for students with disabilities, including the coordination of services designed to facilitate the transition of such students from school to postsecondary life (including the receipt of VR services, postsecondary education, employment, and pre-employment transition services)
Current Narrative:
Since the implementation of WIOA, DVR has worked to expand transition services and pre–employment transition services, youth and students with disabilities and has developed strategies that have enabled DVR to fully expand the pre-employment transition services set-aside. DVR has expanded pre-employment transition services to potentially eligible students with disabilities.
- DVR continues to develop the Youth and Transition Services Unit. The unit currently includes two Youth & Transition Services Managers, one focused on pre-employment transition services and Employment First, the other focused more broadly on transition overall. DVR is exploring the possibility of further bolstering this unit through the addition of two Transition Services Trainer/Coordinator positions.
- DVR continues to work toward improving collaboration and stakeholder engagement in order to improve student access to higher quality transition services.
- DVR will identify opportunities to provide pre-employment transition services more efficiently and continue to improve their effectiveness. In the fall of 2021, DVR added four Pre-Employment Transition Services Technicians to support effective outreach and coordination of pre-employment transition services. DVR will monitor the success of these positions and consider expanding if warranted.
- DVR has developed a curriculum framework to identify where a student is currently related to pre-employment skills and abilities, in order to guide the nature and scope of pre-employment transition the student may need, and shared this resource with staff, parents, education, and other stakeholders. DVR continues to engage with stakeholders, partners, students, and families to support use of the framework and appropriate sequencing of transition services to meet the needs of students in Colorado.
