b. 1. B. Planned actions to coordinate activities of SCSEP grantees with the activities being carried out in the State under the other titles of the Older Americans Act (OAA). (20 CFR 641.302(h))
Current Narrative:
Louisiana SCSEP is housed within the Governor’s Office of Elderly Affairs(GOEA). GOEA administers all federal funds appropriated, allocated, or otherwise made available to the state for services/programs to the elderly under the Older American Act (OAA) programs. GOEA developed an extensive network of quasi-governmental agencies recognized as the Aging Service Network. This network consists of the 64 Parish Councils on Aging (COA), 34 Area Agencies on Aging (AAA), 139 Senior Centers, University Centers, Advocacy and Service Organizations, the Senior Corps (Foster Grandparents, Senior Companion, Retired Senior Volunteer Program), the state Senior Employment Program (Title V). All SCSEP Sub-Grantees are operated under the Aging Service Network administered by GOEA. The Sub-Grantees administer OAA title programs and SCSEP, along with other services. One program to mention is the Aging and Disability Resource Center (ADRC). The ADRC is a "one-stop-shop" to access public and private programs at the community level. Sub-Grantees coordinate activities with the SCSEP participants through the usage of their Aging and Disability Resource Center (ADRC) line. A prescreening method is utilized for every caller for priority ranking of services needed whether it is SCSEP or OAA title service. Clients are referred and encouraged to make applications for multiple services if necessary. The goal is to completely meet the needs of the client with all provided services. The ADRC line connects participants to various needed OAA or SCSEP programs along with other potentially beneficial agencies in the caller’s local communities. Calls requesting SCSEP services are referred to the appropriate sub-grantees according to their parish regardless of state or national grantee status as equitable distribution dictates. GOEA also has active roles in National Family Caregiver Services, ensuring participants are aware of housing opportunities, partnering with agencies to assist persons with disabilities and ensuring they have assistive technology and services, Vocational Rehabilitation in providing supportive services likes eyeglasses, hearing aids, dentures, etc. GOEA has knowledge of services under the OAA and staff is trained in the referral process (helping refer participants to home delivered meals, in-home services, respite care, medication management, wellness, transportation, etc.) that can be beneficial to participants.
