III. b. 4. B. Previous Assessment Results
For each four-year state plan and state plan modification, provide the results of assessments of the effectiveness of the core programs and other one-stop partner programs and Combined State Plan partner programs included in the Unified or Combined State plan during the preceding 2-year period (i.e. the 2-year period of the plan modification cycle), in accordance with methods described in 4(A). Describe how the State is adapting its strategies based on these assessments.
Current Narrative:
Federally Required WIOA Indicators of Performance focus on employment outcomes in the second and fourth quarter after exit, median earnings in the second quarter after exit, credential attainment, and measurable skill gains for job seekers and adult education participants. The State uses an assessment tool based on the guidance of federally required WIOA Measures. All partners and their federally funded programs are measured according to their method of operation in determining the effectiveness of service delivery to job seekers and employers. OWD also conducts annual monitoring of programmatic and fiscal management of grants to ensure that funds are being spent in compliance with federal and state laws and regulations. As part of this ongoing annual monitoring, LWC has included a risk management assessment tool for our WIOA formula and discretionary grants under the management of OWD.
According to Training and Employment Notice (TEN) 04-23, the US Departments of Labor (DOL) and Education (ED) determined that it is appropriate and reasonable to assess Program Year 2022 (PY’22) WIOA core programs performance for the following performance indicators, as applicable:
- Employment Rate 2nd Quarter after Exit
- Median Earnings 2nd Quarter after Exit
- Employment Rate 4th Quarter after Exit
- Credential Attainment Rate
In accordance with WIOA §503(a), the departments must delay the assessment of the remaining performance indicators, as the available baseline data is not sufficient to produce reliable estimates using the required statistical adjustment model.
LWC exceeded all performance targets for PY22. Similar performance outcomes are anticipated in PY23, due to enhanced data integrity and entry measures and staff education initiatives about the importance of recording education and training data.
Louisiana Rehabilitation Services (Title IV, Vocational Rehabilitation) captured the information below indicating the effectiveness of performance of the WIOA accountability indicators by implementing the following strategies: specific layouts were created in the AWARE case management system, staff participated in training on these layouts and were explained the relevance for capturing this data, regional reports were generated with regard to compliance or non-compliance, and a collaboration with Workforce Partners to retrieve the necessary data.
WorkReady U (Title II, Adult Education & Family Literacy) demonstrated significant success in meeting performance expectations by exceeding or coming within 90% of negotiated targets for four out of five key performance indicators. This reflects local programs' effectiveness and dedication in addressing adult learners' educational needs. In response to the credential attainment rate falling short of the federally negotiated level, Louisiana will implement a comprehensive strategy to address this issue and improve outcomes. The state’s analysis has identified key challenges, including gaps in support services and misalignment between program content and industry needs. To address these issues, Louisiana will undertake targeted interventions such as enhancing academic and career counseling, revising curricula, and introducing flexible learning options. Additionally, the state will invest in professional development for educators and utilize data-driven insights to monitor progress and make necessary adjustments. Through collaborative efforts with stakeholders and a commitment to continuous improvement, Louisiana aims to significantly increase credential attainment rates and better support adult learners in achieving their educational goals.
State agency partners assess the performance outcomes of the workforce system through annual performance reviews. The state agencies responsible for each of the core programs outlined in program-specific areas assess performance accountability measures at the state, regional and local levels as required by each core program. To ensure that program partners are well-positioned to meet the performance accountability requirements of WIOA, LWC has created an Performance and Accountability Working Group with core partners to ensure that systems have the capacity to collect and report required new and updated data elements under WIOA, as well as the capacity to track aggregate data for performance indicators applicable to all four core partners. This working group will also review Customer Satisfaction Surveys from both program participants and employers that can be aggregated and compared across the WIOA partner programs. Results from surveys and recommendations from this working group will allow the State to assess our workforce system as well as gauge our progress toward continuously improving service delivery and increase and enhance the quality of employment outcomes for participants.
The State monitors performance measures and implementation of its strategies to improve targeted performance areas identified through ongoing assessments and provide technical assistance as needed. Through ongoing assessment, the State analyzes and adjusts its measures and activities to align performance improvement with strategy implementation.

Overall, DOL and ED have assessed that the programs have met PY22 performance expectations, indicating that programmatic changes and improvement efforts were driven by agency priorities and not by a need to correct performance deficiencies. In recent months, the Louisiana economy has achieved record-low unemployment rates. LWC anticipates continued record low unemployment rates and believes that performance will continue to improve. However, if federal statistical models predict lower levels of performance when published, LWC’s proposals will be lowered accordingly.
