Current Narrative:
The WVWDB adopted a statewide policy on one-stop infrastructure funding as part of a policy overhaul to provide the appropriate oversight framework for West Virginia’s workforce system. Policy 300-03 “Requirement for Local Memorandum of Understanding” and Policy 300-04 ”One-Stop Infrastructure Funding'' contain procedures and the process for appealing infrastructure funding decisions.
If a partner appeals an infrastructure determination as defined in Section 121(H)(2)(E), such appeal goes to the WVWDB prior to May 30 of the year in which negotiations occur. The WVWDB shall provide technical assistance to the local area and relevant partners to seek a settlement. If an impasse occurs, the WVWDB shall utilize the state infrastructure mechanism, including verification that one-stop centers have been certified, to provide infrastructure funds to the local area.
