The Unified or Combined State Plan must include the following with respect to activities carried out under subtitle B—
a. 2. A. Provide State policies or guidance for the statewide workforce development system and for use of State funds for workforce investment activities
Current Narrative:
Starting in the calendar year 2023, the WVWDB embarked upon a review of state policies and procedures, including what policies and procedures gaps existed. This review led to a complete overhaul and establishment of ‘system’ policies developed at the state board level upon which partner agencies could issue further guidance and technical assistance, including specific program-related policies and procedures.
To date, a set of policies has been adopted for “One-Stop Delivery System'' and initial policies for “State Governance” and “Local Governance.” During the remainder of calendar year 2024, the WVWDB plans to adopt further Local Governance policies, as well as specific “Program” and “Administrative” policies appropriately done at the state board level and in compliance with WIOA statute and regulations. Included within these further policy issuances will be specific procedures on how the Governor’s Reserve funds will be utilized and allocated.
The process for WVWDB policy development includes identification of the specific issue, discussion of the issue by the appropriate WVWDB committee, development of the policy and procedures draft, final review by the respective WVWDB committee, public comment, and final discussion and adoption by the full WVWDB.
