a. 3. Describe strategies developed to support training and awareness across core programs and the Unemployment Insurance (UI) program and the training provided for Employment Services and WIOA staff on identification of UI eligibility issues and referral to UI staff for adjudication
Current Narrative:
LWC has fully integrated the processes of providing and documenting services through the HiRE system for the Unemployment Insurance Program, Employment Services, and Employment and Training Services. Utilizing a shared case management platform allows staff to view information pertaining to all of the programs in one system. Additionally, utilizing shared technology allows for the effective exchange of information between staff from all programs via shared document access, shared case notes, and general access to each program, eligibility issues, determinations, and adjudication timelines. This allows both ES and WIOA staff to quickly identify common issues with UI claims and provide the information and assistance needed to the claimants, often eliminating the need for any additional reason to contact UI directly. This provides all staff with a highly efficient system of processes that they can use for a greater understanding of the needs of the participant across all programs, resulting in an improved and more efficient comprehensive approach to service delivery in the AJCs.
American Job Center staff in all comprehensive and affiliate offices throughout the state are provided necessary information regarding UI programmatic, system, and process changes when the information is relevant to service delivery in the AJCs. The information is provided through notifications in HiRE, LWC website notifications, access to and sharing of UIPLs, staff access to policies and training from all programs, and real-time communications via email and electronic meetings with LWC leadership, local leadership, and both state ES, UI, and WIOA funded staff. Additionally, LWC provides frequent staff development webinars to the staff of all programs that cover multiple topics under various programs. Success Factors is a recently upgraded training platform administered by the State of Louisiana and it is available to all State Merit Staff in both the UI and ES Programs. Through Success Factors, ES staff now have access to web-based training modules and accompanying training documentation for the Unemployment Insurance Program. Both ES and WIOA staff located throughout the state have dedicated staff development periods each week for participation in webinars, web-based training, and in-person training for topics that relate to providing services under multiple programs, including UI.
