a. 2. Discuss how the long-term job projections discussed in the economic analysis section of strategic plan relate to the types of unsubsidized jobs for which SCSEP participants will be trained and the types of skill training to be provided. (20 CFR 641.302(d))

Current Narrative:

The long-term job projections discussed in the economic analysis section of a strategic plan provide valuable insights into the types of unsubsidized jobs for which SCSEP participants will be trained and the related skill training to be provided. Aligning the participant’s community service assignment (CSA) with projected job opportunities can effectively prepare the participant to succeed in the evolving workforce. This strategic plan will include:

(1) Matching Skills Training with industry projection: The types of skill training to be provided can assist with linking the participant to the best job. For instance, there is an increasing demand for technology-related jobs, the Community Service Assignment (CSA) for the SCSEP participant may include computer literacy, software proficiency, and digital skills training to equip them for employment in these fields. By aligning skill training programs for the participant with the long-term job projections outlined in the economic analysis, the strategic plan can contribute to a more targeted and effective approach to workforce development. This ensures that participant receives training that is relevant to the current and future job market, enhancing their employability and opportunities for success in unsubsidized employment.

(2)Identifying High-Demand Industries: The economic analysis indicates the following industries that are expected to experience growth in the long term.

Healthcare professionals, retail, customer service, and accommodation/ food services. These jobs include positions for private sitters, certified nurse assistants, home health aides, medical assistants, retail sales clerks, sales associates, cafeteria workers, museum attendants, greeters, etc.

Moreover, high-growth industries with a presence in the community will be identified and targeted as potential employers for older workers.  In addition, small businesses will be targeted which has been proven successful. Other strategies that Louisiana SCSEP will use to access the needs of older workers and promote transition into unsubsidized employment will include the continuation of partnership with the Workforce One-stop referral and participation in community business events such as job fairs. Furthermore, Sub-grantees will attempt to recruit Host Agencies/training sites that will provide skills needed within the high-growth industries and occupations.  If available, Sub-grantees will also utilize the On the Job Experience (OJE) program to connect the participant with the employer in high-growth industries and occupations.  More importantly, it is a priority of Louisiana SCSEP and Sub-grantees to support the vision of long-term employment for older workers.
