b. 5. The State’s long-term strategy to improve SCSEP services, including planned long-term changes to the design of the program within the State, and planned changes in the use of SCSEP grantees and program operators to better achieve the goals of the program. This may include recommendations to the Department as appropriate. (20 CFR 641.302(k))
Current Narrative:
The State of Colorado’s long-term strategy to improve goals, objectives, and results of SCSEP will continue to consist of collaborative efforts statewide. The partnerships of focus will be the local Workforce Centers, community service organizations, state agencies, non-profit organizations and business communities. Additionally, the State SCSEP Administrator will encourage Colorado’s sub-grantees and grantees to increase engagement with the Department of Labor, to include participating in more training opportunities, accessing more of the information provided and utilizing the technical assistance available. It is also a goal of the State to promote innovation and idealism with the sub-grantees, as to keep SCSEP from stagnating and maintaining at a level in which just the bare minimum requirements are met. Providing ways to boost the interest and capabilities of the SCSEP staff could result in above-and-beyond approaches to better serving the participants.
Another long-term goal of Colorado’s SCSEP program is to prioritize the needs of the participants that are hardest to serve and who have multiple barriers to employment. There will be more emphasis placed on utilizing work readiness training programs, computer literacy courses, and language classes. The State will also research life skill training ideas, specifically for means of serving formerly incarcerated individuals and those with low employment prospects. Collaboration with correctional facilities and/or behavioral health agencies could be a beneficial resource for obtaining these specific goals.
