c. 3. Describe current slot imbalances and proposed steps to correct inequities to achieve equitable distribution.
Current Narrative:
The Louisiana Program Year 2023 Equitable Distribution Report (shown below). All grantees will concentrate efforts on filling slots in parishes that are underserved first in order to correct the imbalance during this four-year plan period through outreach efforts. Equitable distribution can be challenging in rural parishes and areas with increases in the number of eligible individuals. Louisiana strives to keep the actual position distribution between one or two positions above or below the equitable distribution goal.
To better serve participants, Louisiana and National Grantees will implement the following strategies to address slot imbalances:
Under-served parishes:
• Increase marketing and communications: Develop marketing materials and communications that will capture the attention of the senior population.
• Build partnerships by identifying other agencies that serve the senior population to develop viable host agencies where enrollees can train.
• Increase collaboration with the local workforce, private and public entities to recruit and enroll participants. This will be established by participating in events such as recruitment fairs, health fairs, job fairs, etc.
• Provide continual support and additional training to SCSEP staff on ways to increase program participation.
• Identify and target the most in-need population in the area to prioritize enrollment.
Over-served parishes:
• Increase efforts to utilize the OJE component for current participants to engage in specialized training for job placement.
• Review all current participants' IEP to determine whether goals are achieved and if the participant is “job ready.
• Increase efforts for seeking employers to place “job-ready” participants into unsubsidized employment.
• Develop a waiting list for eligible participants.
• Freeze enrollment in over-served parishes.
