Grantees will address under-enrollment by the following:

Increasing participation in underserved parishes is an ongoing process that will require commitment, collaboration, and adaptability. Implementing, the following strategies provide adequate participation in the Senior Community Service Employment Program.

  • Build partnerships by identifying other agencies that serve the senior population to develop viable host agencies where enrollees can train.
  • Increase collaboration with the local workforce, private and public entities to recruit and enroll participants. This will be established by participating in events such as recruitment fairs, health fairs, job fairs, etc.
  • Increase marketing and communications: Develop marketing materials and communications that will capture the attention of the senior population.
  • Provide continual support and additional training to SCSEP staff on ways to increase program participation.
  • Adequately enroll new participants after program participants have achieved durational limits.
  • Encourage current participants to communicate with peers about their SCSEP experience.
  • Identify and target the most in-need population in the area to prioritize enrollment.

Grantees will address under enrollment by the following:

  • Increase efforts to utilize the OJE component for current participants to engage in specialized training for job placement.
  • Review all current participants' IEP to determine whether goals are achieved and if the participant is “job ready.
  • Increase efforts for seeking employers to place “job-ready” participants into unsubsidized employment.
  • Develop a waiting list for eligible participants.
  • Freeze enrollment in over-served parishes.

In addition, Louisiana will collaborate with National Grantees to discuss methods for improving variances. Furthermore, Louisiana will strive to ensure that there is a balance between participants enrolling and exiting the program to decrease over-enrollment and under-enrollment. However, participants will not be terminated from the program due to equitable distribution.
