c. 6. F. Formerly incarcerated individuals, as defined in TEGL 17-20
Current Narrative:
Louisiana has an incarceration rate of 1,094 per 100,000 people (including prisons, jails, immigration detention, and juvenile justice facilities), meaning that it locks up a higher percentage of its people than any democratic country on earth. Moreover, the cost of incarcerating older people is incredibly high, and their risk of reincarceration is incredibly low, yet 15% of people in Louisiana prisons are over the age of 55. On average there is an estimate of 1,360 individuals 55 years and over released from prison. Based on this statistic 3% of Louisiana’s formerly incarcerated individuals are eligible to enroll into the program.
