c. 7. A description of the steps taken to avoid disruptions to the greatest extent possible, when positions are redistributed, as provided in 20 CFR 641.365; when new Census or other reliable data become available; or when there is over-enrollment for any other reason. (20 CFR 641.325(i), 641.302(b))

Current Narrative:

Sub-grantees and National grantees in Louisiana will not transfer positions from one geographic area to another without first notifying the state agency responsible for preparing the State Plan and the Equitable Distribution report.  The State and national program operators will submit in writing any proposed changes in distribution to the Federal Project Officer.

Participants will be notified within 30 to 60 days of any transfer.  Participant records, if applicable, will be given to the new grantee within 60 days of the new grant period.  This will include any intake documentation and eligibility information to retain current participants.  Prior to transfer, every effort will be made to secure unsubsidized employment for participants, and referrals to other workforce programs will be conducted.  Participants will be notified of the transfer by the current grantee as soon as possible in order to ease the transition.  Any questions regarding the transfer will be answered jointly.  Payroll payments will be made by the current agency until the end of the program period.  Afterward, the new agency will be responsible for payroll payments.

Additionally, the following strategies will be implemented to address over-enrollment:

  • Freeze Enrollments: Applicants will be informed of the freezes at the time of service inquiry. Individuals desiring to complete an application for enrollment will be provided with a conditional eligibility determination and placed on a waiting list.
  • Funding and Enrollment Levels: Louisiana will monitor its enrollment levels and available funding on a regular basis, with the anticipation of removing the enrollment freeze as funding can support new enrollments.
  • Monitor Durational Limits: Durational limits will be closely monitored to ensure participants approaching their eligibility limits have a prepared transitional IEP in place and are properly exited per program policy.
  • Emphasize Job Development and Placement: Louisiana will emphasize the use of on-the-job experience (OJE) and specialized training programs. This will provide increased employment opportunities and expedite the transition into unsubsidized employment for job-ready participants.
