The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:
__________
[13] Sec. 102(b)(2)(D)(iii) of WIOA
j. 1. E. Who are youth with disabilities and students with disabilities, including, as appropriate, their need for pre-employment transition services or other transition services.
Current Narrative:
Students with disabilities generally have access to a broad range of pre-employment transition services. The number of students with disabilities receiving pre-employment transition services grew fairly quickly in the years following WIOA implementation and have since plateaued somewhat, though outreach continues through an evolving staffing strategy to best coordinate and provide pre-ETS. It also appears that students with IDD and students with Autism Spectrum Disorders (ASD) have the best access to pre-ETS. DVR must ensure that students with all disabilities have access to these important services. DVR has also found the quality of services to vary and further provider development is needed in this area.
